The solution for authority is to adapt a needs based structure on society.
Authority stays in control when it perpetuates the debt-based systems.
Authority loses control when the people revolt.
Authority wins when it incorporates the needs based structure into society.
Authority saves money when the people are no longer dependent on authority.
But authority is now beholding to the people.
